Several products can look like “tax is wrong.” They do not share a settings panel. Six ordinary reasons overrides look broken: staff account lacks Taxes permissions so Save appears to work then reverts; region override conflicts with Shopify Tax / automatic rates; product “Charge tax” off or wrong tax code while the collection expects tax; collection-level tax settings fight the product; Markets tax collection off for the buyer country; a tax app rewrites checkout after Admin looks correct. Walk them in that order. You already pay for Shopify Admin. You do not need another SaaS to prove why the override did not stick.

Prove Admin override rows, product tax codes, collection tax settings, and checkout Estimated tax.
Open Settings → Taxes and duties. Capture: which regions collect tax; any manual override rates; whether shipping is taxed; Shopify Tax vs manual. Then open the product (and parent collection) tax settings you edited — Charge tax, tax code / category. Hard-refresh Admin. Confirm the values are still there.

Fix overrides that revert, product tax codes, collection inheritance, Markets tax, and staff permissions.
Align the override → product / collection tax → Markets tax → checkout chain: confirm your staff account can manage taxes; re-enter and Save region overrides; set product Charge tax and tax codes; resolve collection settings that override the product; turn on Markets tax collection for the buyer country; temporarily disable conflicting tax apps and retest. Save. Do not paste a duties / DDP rule into domestic overrides and expect Estimated tax to change.
Retest with a logged-out checkout (private window) to the same destination. If overrides stick and apply but a different tax symptom remains, also walk tax wrong at checkout. If Admin is correct but Estimated tax still fails for nexus reasons, open tax wrong at checkout.
