Checkout shipping rates — not inventory sync, not hold mail, not WISMO, not pickup ready, not payment pending.
Several products can look like “checkout is broken.” They do not share a settings panel. This page is only when shipping rates at checkout are missing, blank, or wrong for the buyer address and cart. Wrong on-hand by location is multi-location inventory wrong. Customer mail when an order sits on hold is fulfillment hold email not sending. “Where is my order” mail silence is WISMO email not sending. Ready-for-pickup customer mail is local pickup ready email not sending. Authorization / payment-pending mail is payment pending email not sending. This page is only: checkout shipping rates missing or wrong.
Seven ordinary reasons rates fail: the destination country is outside every zone, the shipping profile does not cover those products, weight or dimensions are blank so carrier apps return nothing, a carrier app times out or is disconnected, Markets / duties change or hide rates, free-shipping rules conflict with paid rates, or you are looking at local delivery / pickup options instead of ship-to-customer rates. Walk them in that order. You already pay for Shopify Shipping and delivery. You do not need another shipping SaaS seat to open zones.

Prove checkout with a real address and cart.
Use an incognito window. Add one known SKU. Enter a real shipping address in the country that “fails,” not a PO box you never configured, and not your warehouse address if that zone is different. Reach the shipping step. Screenshot: no methods, wrong dollar amount, or rates that ignore free-shipping thresholds. Note whether checkout is Shopify Checkout, a checkout extensibility surface, or a third-party checkout app.
Honest proof: same cart, same address, twice — once logged out. If admin “Test shipping rates” (or the Shipping and delivery calculator) returns rates but live checkout does not, you have a checkout / Markets / app conflict — not a missing zone.

Shipping zones, countries, and profile coverage.
Settings → Shipping and delivery. Open each shipping profile (General plus any product-specific profiles). Confirm the buyer country / region sits in a zone that has at least one rate. Profiles split by product: a SKU on a custom profile with empty international zones will show no rates even when General looks fine. “Rest of world” is not automatic — you must add the country or a catch-all zone with rates.
Fix: add the missing country to a zone, attach a flat or carrier rate, save, then retest checkout. If products are on multiple profiles, consolidate or duplicate rates so every cartable SKU has coverage for that destination. Location inventory can still be correct while rates are blank — that is multi-location inventory, a different product.

Weight, dimensions, and package defaults.
Carrier-calculated rates need product weight (and often package size). A variant with blank weight returns no carrier quote or a fallback that looks “wrong.” Check Products → variant → Shipping weight. Check Settings → Shipping and delivery → Packages for default box dimensions. Mixed carts with one zero-weight SKU can blank the whole rate list for carrier apps.
Fix: set weight on every shippable variant (use grams or your store unit consistently). Set a sensible default package. Retest the same address. Flat-rate-only zones skip this step — if you only sell flat rates and still see blank methods, go back to zones / profile coverage.

Carrier-calculated apps and rate timeouts.
USPS, UPS, DHL, ShipStation, or another carrier app may be the only rate source in a zone. If the app is uninstalled, disconnected, past due, or times out at checkout, buyers see no methods or a stale cached rate. Check Apps for the carrier connector status. In Shipping and delivery, confirm the zone still references that carrier service — not a deleted rate.
Temporary DIY: add a flat-rate fallback in the same zone so checkout never goes blank while you fix the carrier account. Do not stack three carrier apps “to be safe” — conflicting quotes confuse buyers and ops. One owner per zone service.

Shopify Markets, duties, and currency.
Markets can restrict which countries buy, which catalogs they see, and how duties / import taxes present at checkout. A Market that excludes the destination, or duties settings that change landed cost, can look like “wrong shipping” when the shipping line is fine and the duty line is new. Open Settings → Markets. Confirm the country is in an active Market with shipping enabled for that catalog.
Currency conversion can make a familiar domestic rate look “wrong” in local currency. Compare the shipping line in store currency vs Market currency before rewriting zones. Duties are not WISMO and not payment pending — different products.

Free-shipping thresholds and conflicting rates.
Free shipping under a price or weight condition only appears when the cart meets the rule. A buyer under the threshold who expects free shipping will call rates “wrong.” Overlapping free and paid rates, or a discount that removes free shipping eligibility, also produce surprise totals. Open the profile rate conditions — price-based and weight-based — and test just under and just over the threshold.
Fix: publish clear threshold copy on the storefront, keep one free-shipping rule per zone, and avoid duplicate “Free” rates from both a Shopify rate and a carrier app. Screenshot the cart subtotal next to the shipping step when debugging.

Local delivery / pickup vs ship-to-customer rates.
Local delivery and local pickup are separate delivery methods. A buyer outside the delivery radius will not see local delivery; a buyer who wants shipping will not see rates if only pickup is enabled for that profile. Pickup-ready customer email after the order is marked ready is local pickup ready email not sending — after purchase. This page is the rate list before pay.
Confirm Shipping and delivery shows ship-to-customer rates for the destination, not only pickup / local delivery. If inventory for pickup locations looks wrong, that is still multi-location inventory wrong.

You tested inventory, hold, WISMO, pickup, or payment pending instead.
Location Available / On hand that does not match reality is multi-location inventory wrong. Customers never notified that an order is on hold is fulfillment hold email not sending. Tracking / WISMO mail silence is WISMO email not sending. Ready-for-pickup mail silence is local pickup ready email not sending. Payment pending / authorization mail silence is payment pending email not sending.
The only honest test for this page: live checkout shipping step for a real destination, Shipping and delivery zones/profiles, product weight / packages, carrier app health, Markets coverage, and free-shipping conditions. Anything else is a different product.
