Exchange / replacement not creating — not return label, returns portal link, store credit, or draft invoice.
Several products can look like “returns are broken.” They do not share a fix. This page is only when the exchange / replacement order itself will not create — admin Create exchange / Create replacement errors or never opens a new exchange order, or the customer returns flow never lets the buyer pick a different variant and finish an exchange. Six ordinary reasons exchanges stay missing: exchanges disabled for the market / channel / product (refund-only policy); target variant out of stock or not stocked at a fulfillable location; price upgrade delta blocked (payment method / capture / Markets currency); return reason or product rules that only allow refund; Loop / Returnly / AfterShip / Happy Returns app intercepting Create exchange without finishing a replacement; you tested return-label generation, portal-link breakage, store credit refunds, or draft invoices instead. Walk them in that order. You already pay for Shopify Returns (and often a returns app). You do not need another SaaS to prove an exchange-create miss.

Prove exchange settings, inventory / locations, price delta, Markets, and admin vs portal.
Open Settings → Shipping and delivery (and Returns / Shopify Returns if shown), plus the return on a real order under Orders → Returns. Capture: whether exchanges / replacements are allowed, which products / reasons qualify, inventory of the exchange-to variant at each location, Markets country for the customer, and any Loop / Returnly / AfterShip / Happy Returns app that owns the exchange UI.
Side-by-side: admin Create exchange on a known eligible return vs a customer returns-portal exchange request for the same order (or a control order). Note whether a simple refund return still creates while exchange fails — that isolates policy / inventory / payment-delta from a total returns outage. If the portal never opens, leave for returns portal not working — this page assumes the return request surface exists and the exchange step fails.
Confirm the return is approved / open (not canceled), the line items are returnable under your policy window, and the exchange-to SKU is published on Online Store (or the channel the replacement ships from). Screenshot Settings + the failing Create exchange attempt before changing anything.

Fix exchange policy, stock, payment delta, apps — then retest.
If exchanges are off (refund-only) for the market or product, admin and the portal will never create a replacement order — that is expected, not a bug. Enable exchanges / replacements for the markets that should offer them, allow the return reasons that should map to exchange, save, and recreate the exchange step.
Stock the exchange-to variant at a location that can fulfill; unhide / publish the variant on the sales channel; fix Markets currency and payment capture for upgrade price deltas (buyer must complete the delta charge when required). If a third-party returns app owns exchanges, open that app’s exchange queue and fix auth / inventory mapping there — Shopify’s Create exchange will stay blank when the app intercepts.
Clear payment / fraud holds on the parent order when your flow requires a clean order to open a replacement. Disable conflicting returns apps one at a time if Create exchange errors after Shopify would have stocked the variant. Retest admin Create exchange, then a portal exchange request, logged-out and logged-in. Do not “fix” by only generating a return shipping label — that is return label not generating.

Checklist and how to prove an exchange / replacement creates.
- Exchanges / replacements enabled for the market and product (not refund-only).
- Exchange-to variant in stock at a fulfillable location and published on the shipping channel.
- Upgrade price delta payment / capture path works when the replacement costs more; Markets currency matches.
- Return open/approved; no app intercept leaving Create exchange blank; return reasons allow exchange.
- Admin Create exchange produces a replacement / exchange order; portal request completes the same for a control order.
Proof is a screenshot of the new exchange / replacement order (admin or portal confirmation) for an eligible return — not a working return shipping label alone, not a portal homepage that loads without an exchange option, and not a store-credit refund without a replacement order.

Return shipping label not generating is return label not generating. Returns portal not working (link / app / customer accounts) is returns portal not working. Store credit / account credit not applying is store credit not applying. Draft order invoice not sending is draft order invoice not sending. Return request email silence is return request email not sending. None of those finish an exchange-create miss when the return already exists and only Create exchange fails.
