Several products can look like “returns are broken.” They do not share a fix. This page is only when the return shipping label itself will not generate — admin Create / Buy return label errors or never produces a PDF / tracking number, or the customer returns portal completes a request but never shows or emails a return label. Prove return shipping method, carrier / Shopify Shipping, addresses, package, and admin vs portal.

Open Settings → Shipping and delivery (and Returns / Shopify Returns if shown), plus the return on a real order under Orders → Returns. Capture: return shipping method (customer provides vs merchant pays / Shopify Shipping), carrier accounts live for the return country, Shopify Shipping balance or carrier billing status, return-to location address, customer ship-from address on the return, package weight / dimensions defaults, and any Loop / Returnly / AfterShip / Happy Returns app that owns label creation.

Side-by-side: admin Create return label on a known eligible return vs a customer returns-portal request for the same order (or a control order). Note the exact error toast / blank state / email missing the label attachment. If the portal never opens, leave for returns portal not working — this page assumes the return request exists and the label step fails.

Fix return method, carrier account, addresses / package, holds / apps — then retest.

If return shipping is “customer provides their own label,” admin and the portal will never generate a merchant-paid label — that is expected, not a bug. Switch to a merchant-paid return shipping option (Shopify Shipping or connected carrier) for the markets that should auto-issue labels, save, and recreate the return label step.

Reconnect Shopify Shipping / the carrier account; clear unpaid balance or billing holds; confirm the return-to address is a valid location Shopify can rate; fix customer address typos / missing apartment / wrong country; set package weight and dimensions under carrier return limits. If a third-party returns app owns labels, open that app’s label queue and fix auth / carrier credentials there — Shopify’s Create label will stay blank when the app intercepts.

Clear fulfillment / payment / fraud holds that block shipping purchases on the parent order when your flow requires them for return labels. Disable conflicting returns apps one at a time if Create label errors after Shopify would have rated. Retest admin Create return label, then a portal request, logged-out and logged-in. Do not “fix” by only buying an outbound fulfillment label — that is outbound shipping label purchase failing.

Checklist and how to prove a return label generates.

  • Return shipping method allows merchant-paid / Shopify Shipping labels for the market (not customer-provides-only).
  • Shopify Shipping or carrier account connected, billed, and returning rates for the return country.
  • Return-to location and customer ship-from addresses valid; package weight / dimensions under return caps.
  • Return open/approved; no app intercept leaving Create label blank; no hold blocking label purchase when required.
