Several products can look like “shipping is broken at checkout.” They do not share a settings panel. This page is only when Shopify’s carrier service / calculated shipping callback times out, errors, or returns an empty rate list so checkout cannot show live carrier prices. Six ordinary reasons calculated rates die while flat rates still work: carrier app callback URL stale or non-HTTPS, response slower than Shopify’s timeout window, auth / HMAC / API key rejected so the app returns empty, payload validation failing on origin / destination / package, Markets / country not enabled on the carrier service, or you are debugging zones / delivery date / local pickup instead of the callback. Walk them in that order. You already pay for Shopify and usually a carrier rate app. You do not need another “shipping SaaS” to read callback logs and the live HTTPS response.

Prove Shopify callback timeout, empty response, or HTTPS failure.
Open a checkout that should use calculated / carrier rates (not only a flat $5 profile). Time how long the shipping step spins. Note whether the list is blank, shows “Shipping not available,” or falls back to a different method. In the carrier / rate app admin, open recent callback logs: request timestamp from Shopify, HTTP status, response time, and whether the rates array was empty. Screenshot checkout + app log before you change the callback URL or credentials.
Honest proof: if flat / zone rates are wrong but the carrier app never appears in the request path, leave this page and use checkout shipping rates wrong. If rates appear and only a delivery calendar is missing, that is delivery date picker missing. If ship-to-customer rates work and only pickup is gone, that is local pickup not showing.

Walk carrier app endpoint health, auth, payload, and Markets.
Confirm the carrier service callback registered in Shopify (Settings → Shipping and delivery / carrier services, or the rate app’s connection panel) is the live HTTPS URL — not staging, http://, or a host that redirects forever. Hit the endpoint from a server or the app’s “test rates” tool with a sample origin, destination, and package. Expect a 200 with at least one rate object when the destination is in coverage. Re-check API key / HMAC / app install status after any app reinstall or store transfer.
Markets matter: a carrier service enabled only for the primary Market will look like a timeout or empty list when the buyer country is on a secondary Market. Confirm the carrier app and Shipping profile still include that Market / country. If duties / landed cost apps sit in front of rates, verify they are not swallowing the carrier response for international carts.

Shopify timeout window, fallback rates, and carrier account status.
Shopify abandons a slow carrier callback. If your app waits on a third-party carrier API that regularly exceeds that window, checkout shows empty calculated rates even when the app eventually returns rates in its own UI. Fix latency first: cache common lanes, fail fast on carrier errors, return a subset of rates under the timeout. Keep a flat-rate fallback on the same profile only if you intentionally want buyers to still check out when calculated rates die — and document that so ops does not treat the fallback as “carrier rates working.”
Also verify the underlying carrier account (UPS / FedEx / USPS / regional) is active, billed, and not rate-limited. An app that authenticates to Shopify but gets 401/429 from the carrier will often return an empty list that looks identical to a timeout at checkout.

You tested zones/weight rates, delivery date, or local pickup instead.
Destination outside every zone, blank weight, or profile not covering the product is checkout shipping rates wrong. Scheduled delivery calendar missing is delivery date picker missing. BOPIS / pickup option missing is local pickup not showing. Admin label buy failing after purchase is shipping label purchase failing. Free-shipping progress bar on the cart is free shipping bar missing. None of those fix a carrier callback that times out or returns empty calculated rates.
