On the live storefront (not theme editor preview), open homepage and a product page in a fresh window. Capture: whether any announcement / promo / sale / sitewide-message node exists in the DOM (Elements), Online Store → Themes → Customize → header / announcement section group JSON for Announcement bar / Promo / Marquee sections or app blocks, Theme settings → App embeds for announcement / promo / countdown apps on Current, Computed style for display, visibility, opacity, height, overflow, and z-index under sticky header / cookie / chat overlays, and section or app schedule / Markets / customer-tag / homepage-only rules. Screenshot each. One failing path is enough to stop guessing.

Theme header / announcement section unpublished, removed, or draft-only on Current.

Most OS 2.0 themes mount the announcement / promo bar as a header-group section (Announcement bar, Promo bar, Marquee, or a theme app block). After a theme swap, header-group cleanup, or “remove unused sections,” the block often disappears from the live JSON while the copy still exists in a draft theme. Customize on a draft can show the bar while Current does not. Empty text / empty metafield / “hide when empty” settings also leave a section present with zero height.

Fix path: Online Store → Themes → Customize on the Current theme. Open the header / announcement section group. Enable or re-add Announcement bar / Promo / Sale bar (or the app’s header block). Confirm message text, link, and “show on all pages” (not homepage-only unless that is intentional). Save. Hard-refresh live homepage and a PDP. If JSON templates / section groups fail to load at all, that is json-templates-section-groups-broken. If Save / Publish never sticks, chase theme-editor-publish-failing first.

Announcement App embed off on Current, or two promo apps canceling each other.

Many countdown / promo / announcement apps inject via Theme settings → App embeds rather than (or in addition to) a header section. The app can look “installed” in Admin while the embed toggle is off on Current, or only enabled on a draft. Two promo apps (or a native announcement section plus an app bar) can also fight: one sets body padding, the other expects a different offset, and both end up display:none or stacked under the sticky header.

Fix path: Theme settings → App embeds on Current. Enable the one announcement / promo embed you intend to use; disable duplicates. Match the app’s “show on” pages to the live templates. Retest after a hard refresh and in a private window. If many embeds fail together, chase app-embed-not-loading first — a dead embed starves every announcement app.

CSS / z-index hide, or schedule / Markets / customer-tag / homepage-only rules.

The bar node can exist while shoppers never see it. Common CSS fights: sticky header covering the bar (z-index / top offset), overflow:hidden on a header wrapper clipping height, custom CSS setting .announcement / .promo to display:none or height:0, cookie / chat / Klaviyo overlays painting over the strip. Common rule fights: start/end schedule already ended in the app timezone, Markets / country / language hide, customer-tag / logged-in-only visibility, homepage-only while you tested a PDP, or a sale that only shows when a discount metafield is present.

Fix path: In DevTools, select the announcement node and read Computed display / visibility / opacity / height / z-index. Temporarily disable custom CSS that targets announcement / promo classes. Raise the bar above sticky header or add the theme’s reserved offset. Then open the section / app schedule and Markets / tag rules — match “now,” the buyer’s market, and the page type you care about. Retest logged-out and on a non-homepage URL. If the bar injects late and shoves content (visible but jumpy), that is shopify-cls-layout-shift, not “missing.”
