Several products can look like “the top of the store is broken.” They do not share a settings panel. This page is only when the announcement bar / promo / free-shipping / sale banner never shows, or stays stuck closed after dismiss. A dead header megamenu / dropdown is megamenu not opening. A missing sticky add to cart / mobile buy bar is sticky add to cart not working. A stale cart drawer after a successful add is cart drawer / AJAX cart not updating. A missing or dead collection quick-view modal is quick view modal not opening. This page is only: announcement bar / promo banner.

Seven ordinary reasons the bar stays gone: theme announcement / promo section disabled or dropped after a theme publish, dismiss cookie / localStorage stuck after the visitor hit X, announcement app embed fighting the native bar, schedule / market / customer-tag / homepage-only rules hiding it, CSS display:none / pointer-events:none on the bar, z-index under sticky header / chat overlays, or you are debugging megamenu / sticky ATC / cart drawer / quick view instead. Walk them in that order. You already pay for the theme or announcement app. You do not need another seat to make a promo bar that already exists show.

Prove the bar never rendered or stayed dismissed after close.

Open the live storefront homepage in a fresh incognito window on desktop and phone-width. Screenshot whether an announcement / promo / free-shipping bar mounts above or below the header; whether Theme editor → Announcement / Promo / Header group section (or app block) is present and enabled on the live theme; Application → Cookies and Local Storage for keys like announcement, banner, dismiss, closed; and DevTools → Console for uncaught announcement / disclosure errors on load.

Honest proof: if product pages and collections still work but the promo bar never appears (or only appears until someone hits X and then never returns), stay on this page — that is theme section, cookie dismiss, announcement app, schedule rules, or CSS. If the header megamenu / dropdown never opens, leave for megamenu not opening. If the sticky / mobile buy bar is the broken surface, use sticky add to cart not working. If add succeeds but the cart drawer stays stale, use cart drawer / AJAX cart not updating. If collection Quick view never opens a modal, use quick view modal not opening. Do not mix those proofs.

Theme announcement / promo section disabled or dropped after a theme edit.

Many OS 2.0 themes ship Announcement bar, Promo bar, or Free-shipping banner as a header-group section (“Show announcement bar”, message text, link, color). A theme switch, duplicate, “reset sections,” or a customizer edit that unchecks / removes that section is the most common “promo bar disappeared” ticket — the rest of the header still works; the announcement surface is gone.

Fix: Theme editor → Header group (or Announcement) — re-add / re-enable Announcement bar / Promo bar, paste the message and optional link, Save, preview, then hard-refresh the live homepage. Compare against an unmodified Dawn / theme starter if you forked heavily. Megamenu and sticky ATC sections are still different products — do not confuse a missing header dropdown or mobile buy bar with a missing announcement bar.

Announcement apps, embeds, and two bars fighting the same header.

Stores that installed an announcement / promo / free-shipping / countdown bar app on top of a theme that already ships one often leave both: two bars stacked, one covering the other, or the app’s preventDefault / dismiss logic killing the native bar. A theme switch that leaves the old app embed on while the new theme’s announcement section is also on is the same class of ticket.

Fix: keep one announcement owner. Theme editor → App embeds — disable the announcement app if you want the native bar, or disable the theme announcement section if you want the app. Remove orphan announcement liquid / sections on a development theme first. Preview then hard-refresh. Collection quick-view bugs that never open a modal are still quick view modal not opening— different surface from a missing promo bar.

Schedule, market, customer-tag, or homepage-only rules hiding the bar.

Announcement apps and some themes gate the bar by start/end datetime, Shopify Markets / country, customer logged-in / tagged, cart threshold (free-shipping progress), or “homepage only.” A sale that ended yesterday, a market mismatch, or testing while logged in as a tagged staff account all look like “the bar vanished.” Cart drawers are a different product — a stale cart after add is cart drawer / AJAX cart not updating.

Fix: open the announcement app / section settings and confirm schedule is active for “now,” market / country matches the visitor, customer-tag rules match (or are off for guests), and the page template allows the bar (not homepage-only when you are on a collection). Test logged-out in the correct market. Do not “fix” visibility by disabling every other header section.

CSS hide, pointer-events none, and z-index under sticky header / chat overlays.

Custom CSS that sets display:none, visibility:hidden, opacity:0, height:0, or pointer-events:none on announcement / promo classes, a sticky header that covers the bar, or a chat / cookie / age-gate overlay with a higher z-index all look like “the announcement bar is broken.”

Fix: Inspect the announcement element — note computed display, visibility, height, pointer-events, overflow, and z-index. Remove custom CSS that hides it. Raise the bar above chat overlays or lower the overlay. Confirm sticky header does not cover the announcement row. Sticky ATC / mobile buy bar visibility on the product page is still sticky add to cart not working— that is a product-page buy bar, not a promo announcement.

You tested megamenu, sticky ATC, cart drawer, or quick view instead.

A dead header megamenu / dropdown is megamenu not opening. A missing or dead sticky add to cart / mobile buy bar is sticky add to cart not working. Stale cart drawer / AJAX cart after add is cart drawer / AJAX cart not updating. A missing or dead quick view / product preview modal is quick view modal not opening.

The only honest test for this page: a published announcement / promo / free-shipping bar mounts for a fresh visitor as designed, theme announcement section (or one announcement app) is enabled on the live theme, dismiss cookies clear when you want the bar back (or a new key version re-shows it), schedule / market / customer-tag rules match the visitor, console is clean on load, and sticky header / chat overlays do not cover the bar. Anything else is a different product.
