Several “header ticker / promo motion” bugs look alike. They do not share a fix. This page is only when a marquee / scrolling ticker mounts but the text stays stuck or the animation never runs. Soft-check shopify-countdown-timer-not-showing when the sale clock never mounts, and soft-link shopify-video-section-blank when the hero video frame is empty — not when marquee chrome is visible and the text simply will not scroll.

Prove animation/CSS vs JS vs reduced-motion vs emptied source.
On Current theme (not a draft), open home / collection / PDP where the marquee should scroll in incognito. Confirm chrome + text mount. Soft-check prefers-reduced-motion (OS / browser) pausing CSS animation. Soft-check animation-play-state: paused, missing @keyframes, or overflow/width collapse so the track has no travel distance. Soft-check emptied marquee text metafield / section setting / app source. Soft-check JS marquee library console errors. Soft-check duplicate marquee apps fighting. Soft-check mobile vs desktop settings with scroll disabled on one viewport.

Repair animation / reduced-motion / source / apps; retest scroll.
Restore marquee text source. Fix CSS so the track has width to travel and animation runs. Respect reduced-motion with an honest static fallback — do not force-scroll against accessibility settings. Clear JS init errors. Disable duplicate marquee apps one at a time. Publish Current, hard-refresh desktop and phone.
Honest retest: ticker text scrolls continuously or in steps — not stuck static chrome, not empty track, not only one viewport broken. Soft-link shopify-announcement-bar-not-showing when the promo bar never mounts. Soft-link shopify-countdown-timer-wrong when the sale clock mounts but skews.
