Prove Customer Privacy API vs Markets vs theme banner vs CMP app.
Open Admin Customer privacy, Markets, the published theme, and a clean storefront visit for a regulated region. Capture five proofs before you rewrite a custom pixel or blame Meta ads:
- Customer Privacy: Settings → Customer privacy — is the native cookie banner enabled for the regions you sell? Do Accept / Decline / Preferences save, or does the modal reopen every navigation?
- Markets: does the visitor's market / country force consent, and is the rule broader than you intended (e.g. all visitors treated as EU)?
- Theme banner: Online Store → Themes → Current → Customer privacy / cookie bar section — published on live theme, or only on a draft?
- CMP apps: Consentmo, GDPR Cookie Consent, Cookiebot, or another CMP — is App embed on, fighting native Customer Privacy, or injecting a second banner that never syncs?
- Pixel gate: after Accept analytics/marketing, do Web Pixels / Meta / GA4 fire on a fresh visit? After Necessary-only, do they stay blocked as designed — or stay blocked forever even after Accept?
If you only tested Customer events sandbox console errors, Meta CAPI Test Events, or whether the announcement / promo bar shows, you are on the wrong playbook.

Customer Privacy API: banner missing, loops, or preference never saves.
Shopify's Customer Privacy API drives the native cookie banner and the consent state Web Pixels read. If the banner never appears in a market that should require consent, visitors may never grant analytics — pixels look “dead forever.” If the banner loops (Accept does nothing, Preferences reopen, cookies cleared every page), consent never sticks and every pixel that waits for grant stays silent. Check Admin Customer privacy region toggles, theme support for the native banner, and browser console for Customer Privacy / window.Shopify.customerPrivacy errors. Staff who already accepted on a previous session are not proof a new EU / UK / CA visitor can grant and persist consent.
Theme edits that remove the privacy section, or apps that call deprecated consent helpers, often break save without breaking the rest of the storefront. Fix the privacy surface first; do not “fix pixels” by turning consent off globally unless that is an intentional legal decision for your markets.

Markets region rules, theme banner, and CMP apps fighting native consent.
Markets can require consent for specific countries while the rest of the world uses a lighter model. A mis-mapped market, a primary market that inherits EU rules for everyone, or a VPN test that always lands in a strict region will make pixels look permanently blocked. Align Markets country → language/domain with Customer Privacy region settings, then retest with a clean cookie jar from the market you care about.
Two banners is a common failure: native Customer Privacy plus Consentmo / GDPR Cookie Consent / Cookiebot / similar CMP. They disagree on which cookie stores the preference, so Accept on one leaves the other still denying marketing. Disable the duplicate, keep one source of truth, confirm App embed is only on for the CMP you keep, and verify Web Pixels see the same grant state. Theme CSS that hides the banner without granting consent also leaves pixels forever blocked — that is a broken consent UX, not a Meta CAPI issue.

Pixels blocked forever after decline or stuck consent — not a sandbox bug.
Designed behavior: after Necessary-only / Decline analytics, Web Pixels that require marketing or analytics stay quiet until the visitor changes preference. Broken behavior: Accept does not flip the Customer Privacy state, preference cookies expire immediately, or a CMP writes “denied” after native “granted.” Retest: fresh incognito → see banner → Accept analytics + marketing → reload → confirm consent APIs report granted → confirm network requests for your pixel / GA4 / Meta. If grant never sticks, stay on this playbook. If grant sticks but the custom pixel still never runs analytics.subscribe, switch to shopify-customer-events-pixels-broken.
Also separate “pixels forever blocked by consent” from “Meta CAPI server events missing while browser pixel is fine” (meta-capi-events-missing) and from add-to-cart double-fire after pixels already work (add-to-cart-tracking).
