Several “cookie / consent / tracking” products can look like “shoppers cannot buy.” They do not share a fix. Prove sticky CMP overlay, z-index, pointer-events, and theme button hit targets.
Reproduce on PDP and cart in a private window (pre-consent state). Attempt Add to cart and Checkout. If clicks do nothing or hit the banner, open DevTools → Elements and hover the click coordinates. Note whether a CMP root (`#onetrust`, Consentmo, Cookiebot, Shopify Customer Privacy banner, or similar) is position: fixed / sticky with a high z-index, a transparent full-screen catcher, or a tall footer covering sticky ATC / checkout.
Toggle Theme settings → App embeds for every consent / GDPR / CMP app off, hard refresh, retest ATC. Soft-check: if buttons work with the embed off, the CMP is the blocker — not theme Liquid for ATC. Soft-check: if Accept still leaves ATC dead, the overlay may remain mounted with pointer-events: auto after dismiss. Soft-check: if ATC works but analytics stay silent forever after Accept, leave this page and use shopify-cookie-consent-banner-broken. If purchase counts disagree with GA4, use shopify-analytics-not-matching-ga4. If custom pixels never fire in the sandbox, use shopify-customer-events-pixels-broken.

Repair CMP position/CSS, disable fighting embeds, retest Accept and Decline.
Pick one consent UI: native Customer Privacy banner or one CMP app — not both. Lower CMP z-index or raise ATC / checkout sticky bars so buttons stay above the banner. Disable transparent full-page catchers after dismiss. Add bottom padding to the theme so sticky ATC clears a footer CMP on mobile. If a second GDPR app embed is on, turn one off.
Retest: private window → PDP Add to cart clickable before consent (or after Accept / Necessary-only, depending on your policy) → cart Checkout clickable → Decline path does not leave a trapping overlay. Soft notes: consent preference never saving or pixels forever blocked belongs on shopify-cookie-consent-banner-broken. GA4 vs admin mismatch belongs on shopify-analytics-not-matching-ga4. Customer events sandbox bugs belong on shopify-customer-events-pixels-broken. ATC dead with no overlay belongs on shopify-add-to-cart-button-not-working.

The only honest test for this page: private window → consent / CMP UI visible → click coordinates hit ATC / checkout (or fail because the CMP layer is on top) → after fix, ATC and checkout remain clickable on Accept and Decline paths without a trapping overlay. Anything else is a different product.
