Partial fulfillment stuck — not hold, constraint, routing, transfer, or bulk ops.

Several products can look like “we cannot finish shipping this order.” They do not share a fix. This page is only when the order is already Partially fulfilled and remaining Unfulfilled line items will not Fulfill / Mark as fulfilled — greyed button, API/app error, or no remaining qty accepted. An order stuck On hold / Fulfillment hold with Release blocked is fulfillment hold stuck. Inventory looks available but a Fulfillment Constraint Function zeros fulfillable qty is fulfillment constraint rule blocking. Paid order creates a fulfillment order at the wrong Assigned location is order routing wrong location. Warehouse transfer never receives at destination is transfer order not receiving. GraphQL bulkOperationRunQuery never completing is bulk operations stuck. Remaining-items ship notice never emailed is partial fulfillment email not sending.

Prove remaining lines, fulfillment orders, location stock, and 3PL / app state.

Open the order → Fulfillment / Fulfill items. Capture screenshots of: order fulfillment status = Partially fulfilled; each line’s Fulfilled vs Unfulfilled qty; whether Fulfill / Mark as fulfilled is available, greyed, or errors; Fulfillment orders list (open / closed / incomplete after the first partial); Assigned location Available inventory for remaining SKUs; Timeline after the first fulfillment; ShipStation / ShipBob / Amazon MCF / custom fulfillment app status for leftover lines; digital vs physical mix on the same order.

Split the surfaces. Admin can fulfill remaining qty while the 3PL still shows the FO closed → reopen or recreate leftover FO. Location shows 0 Available for remaining SKUs while another location has stock → move inventory or change Assigned location (routing is a separate playbook if every new order lands wrong). Constraint Function reducing fulfillable to 0 on leftover lines → constraint rule, not this page. Hold banner still on the order → hold stuck.

Note email separately. A successful second fulfillment with Notify customer unchecked (or Flow only matching fully Fulfilled) is an email bug — prove Fulfill works here first, then use partial fulfillment email not sending.

Fix remaining FO lines, location stock, split fulfillments, 3PL leftovers — then retest.

On a stuck Partially fulfilled order (or a test split order): confirm leftover lines still show Unfulfilled qty. At the Assigned location, restore Available inventory for those SKUs (receive a transfer, adjust, or un-commit oversells). If the first partial closed the only fulfillment order while lines remain, open / request a new fulfillment for remaining items, or use Fulfill items → select remaining qty.

3PL / fulfillment apps: if the app marked the order Fulfilled while Shopify still shows Unfulfilled leftovers, reconnect or push remaining lines; disable “close FO on first shipment” style settings that abandon leftovers. Bundles / cart transforms: fulfill component lines the way your stack expects — do not Mark as fulfilled the parent only if children still need ship. Digital + physical: fulfill digital separately so physical leftovers stay fulfillable.

Staff permissions: confirm the role can fulfill and mark as fulfilled. Retest: Fulfill items / Mark as fulfilled on remaining qty → order moves to Fulfilled (or remaining qty drops) → Timeline shows the second fulfillment → tracking optional. Then optionally confirm the partial / remaining ship email on partial fulfillment email not sending only after Fulfill works.

Checklist and how to prove remaining lines can fulfill.

  • Order status is Partially fulfilled with clear Unfulfilled remaining qty (not On hold only).
  • Assigned location has Available inventory for remaining SKUs.
  • An open fulfillment order (or Fulfill items path) still accepts remaining lines after the first partial.
  • 3PL / fulfillment app did not close leftovers incorrectly; remaining lines are pushable.
  • Staff role can fulfill / mark as fulfilled; no app hijacking Mark as fulfilled without writing fulfillments.
  • Digital vs physical / bundle components handled so leftovers stay fulfillable.
  • Retest: Fulfill remaining → Fulfilled (or remaining qty 0) → Timeline shows second fulfillment.

Proof is before/after remaining Unfulfilled qty plus Timeline — not a hold release alone, not a transfer receive alone, and not a bulk job complete.

You tested hold, constraint, routing, transfer, bulk ops, or partial email instead.

Common misfires: fulfillment hold stuck (Release blocked), fulfillment constraint rule blocking (fulfillable qty forced to 0), order routing wrong location (new FO at wrong warehouse), transfer order not receiving (stock never arrives), bulk operations stuck (GraphQL bulk job), and partial fulfillment email not sending (Fulfill worked; mail did not).
