Several “risk / payments / hold” products can look like “the order will not ship.” They do not share a fix. Prove risk indicators, hold source, and review queue.
Open Orders → the delayed order → Fraud analysis (or the risk panel on the order). Record the risk level and every indicator Shopify lists: AVS mismatch, CVV fail, billing ≠ shipping, new customer high AOV, VPN / travel IP, gift message, prepaid card. Note whether payment is already captured (paid) vs authorized-only.
Separate the flag from the hold: (1) Shopify Fraud analysis recommendation alone, (2) a Flow workflow that holds fulfillment on high risk, (3) an antifraud / chargeback-protection app, (4) staff habit of never shipping until someone “looks.” Capture timestamps: order created → first alert → first human review → release to fulfill. If there is no alert channel, the delay is process, not a mystery.
Soft-check: if the order was canceled by Flow / app auto-cancel, leave this page and use shopify-fraud-analysis-false-positives. If the fulfillment hold UI will not release after review, use shopify-fulfillment-hold-stuck. If capture itself fails, use shopify-manual-payment-capture-failing.

Repair review SLA and release rules — then retest.
Write a one-page release checklist: prior delivered orders for the customer, CVV match, 3DS / Shop Pay success, shipping address history, AOV vs customer average. Soft indicators (gift, VPN travel, first order) should alert — not auto-park forever. Document who owns review and the SLA (e.g. same business day before cut-off).
Tune Flow / antifraud apps: on high risk → notify Slack/email/Inbox with order link; do not cancel; do not leave fulfillment silently unstarted. If Shopify recommends investigate, require a human decision within SLA, then Mark as fulfilled path / release hold. Keep true hard fails (CVV fail + AVS fail + prepaid + new high AOV) in a stricter queue.
Retest: place a controlled medium-risk order (or use a known soft-indicator pattern) → alert lands in the channel you check → review checklist completes → fulfillment starts without waiting overnight.
