Several products can look like “fraud is broken.” They do not share a settings panel. This page is only when a paid order shows high risk / medium risk in Fraud analysis and a legitimate customer is canceled, refunded, or stuck — indicators, Flow auto-holds, missing manual review. Prove Fraud analysis indicators on a known-good canceled order.
Open Orders → pick a canceled / refunded order you later learned was legitimate → Fraud analysis. Read each indicator Shopify lists: AVS / address match, CVV, billing vs shipping mismatch, IP distance from billing address, order velocity, card country vs shipping country, and any third-party risk app notes. High risk is a score, not a guilty verdict. Gifts, corporate cards, VPN / hotel IP, and first-time high AOV commonly light false positives on honest buyers.
Honest proof: write down which indicators fired on the last three false positives. If the same soft signals (billing≠shipping on gifts, travel IP) cancel good customers while real chargebacks look different, stop auto-canceling on those alone. Issuer decline at the payment step with no paid order is card declined / AVS 3DS — do not mix those panels with post-capture Fraud analysis.

Flow / automation holds and auto-cancel rules.
Shopify Flow and fraud apps often auto-hold fulfillment or cancel when risk is high / medium. Open Settings → Apps and sales channels → Flow (or your fraud app) and list every workflow that triggers on Order created / Order risk changed / High risk. A rule that cancels on first high-risk signal will cancel gifts, travelers, and first-time big orders without a human. Soften to hold + notify, not cancel.
Honest proof: for one false-positive order, open the Timeline and confirm whether a Flow / app canceled it or a staff member did. If Flow canceled it, edit the condition: require multiple hard indicators, or require manual review tag before cancel. Customer silence while an order sits on hold is still fulfillment-hold email — that playbook covers the notice, not whether the hold should exist.

Manual review queue before canceling good customers.
High-risk orders need a short human checklist before cancel: compare indicators to known false-positive patterns for your catalog, check prior orders / customer notes, optionally email or SMS the buyer for ID / address confirm, then Mark as fulfilled / release hold or cancel with a clear reason. Without a queue, every high-risk flag becomes a canceled good order or an ignored real fraud hit.
Honest proof: create a saved view or tag (e.g. fraud-review) that Flow applies instead of cancel. Staff clears the tag within a fixed SLA. Payment still pending with no capture is payment-pending email. Label buy failing after you release a good order is shipping label buy failing. Tax line wrong is tax wrong at checkout. Keep those separate from the fraud review queue.

Issuer declines at checkout are card declined / AVS 3DS. Customers not getting pending-payment notices is payment-pending email. Customers not getting hold notices is fulfillment-hold email. Admin cannot buy a label is shipping label buy failing. Wrong Tax line is tax wrong at checkout. None of those fix misread Fraud analysis indicators, aggressive Flow auto-cancel, or a missing manual review queue.
